Benest & Syvret advises ROK Group on multi-million pound development agreement for social housing

Benest & Syvret have advised the ROK Group, a substantial local development firm, on a complex Development Agreement relating to the development of the local former hospital facility, The Limes, for social housing.

The Limes site situate on the outskirts of St. Helier is proposed for a Housing scheme which will see a mix of 1, 2 and 3 bedroom houses with a total of 147 units forming part of the scheme. 130 of the units will be new, with the remainder being refurbished from existing buildings to the South of the site.


Philip Syvret, who led the team advising on the deal, said

“We were pleased to be entrusted by ROK Group to provide advice in respect of this substantial agreement with Andium Homes for the provision of affordable homes and social rental units. The Agreement which has been signed up today is a design and build agreement providing for delivery of component parts of the site to the developer at different time-scales and providing for phased development and delivery of constructed units.”

Outline approval for the development was given by the Planning Department earlier this year and it is anticipated that completion of the units will be achieved by the end of 2024. The current buildings which include The Limes, 13-28 Willow Court and the Willows Day Care Centre will be demolished and a replacement structure will be six floors in height.

1-12 Willow Court and Willow House to the Southwest of the main development will be refurbished, rather than knocked down and is subject to a separate Planning application.

The development includes lower ground floor parking for 109 cars, five spaces outside, parking for six motorbikes, a 78 space bicycle store and further room for 72 bikes.

Philip Syvret went on to say

“The complexity of the phased nature of the development required a bespoke form of design and build agreement for the development. Detailed negotiations between Andium and its public funders have been ongoing for some months. We are pleased to have been able to provide the wealth of experience in the Benest & Syvret property team to support ROK in this venture. The negotiations to reach completion of the agreement today have been ongoing for many months and it is hugely satisfying to have agreements signed and all aspects finally settled.”
